माेदी गाउँपालिकामा काँग्रेसले लगायाे ताला, बाजुङमा अस्पतालकाे शिलान्यास गरेकाे भन्दै चर्काे विराेध !

 सरकार ने सोमवार को एक ही समय में 396 स्थानीय, 5, 10 और 15-बेड अस्पतालों की आधारशिला रखी।  सरकार ने उस योजना को भी बढ़ावा दिया, जिसे डीपीआर और बजट अनुमान के बिना स्वास्थ्य क्रांति के रूप में रखा गया था।  सात राज्यों में से गंडकी के 53 स्थानीय स्तरों पर अस्पतालों की आधारशिला रखने का कार्यक्रम था।

 हालाँकि, अस्पताल की आधारशिला केवल 41 स्थानीय स्तरों पर रखी गई थी।  12 स्थानीय स्तरों पर विवाद हैं जहां नींव का पत्थर नहीं रखा गया है और स्थानीय स्तर पर जहां आधारशिला रखी गई है वह भी अछूता नहीं है।

 अस्पताल के भूस्खलन कार्यक्रम में स्थानीय स्तर पर इतना विवाद हुआ कि एक ओर जनप्रतिनिधियों ने अस्पताल की आधारशिला रखी और दूसरी ओर उसी स्थानीय स्तर पर आंदोलन चल रहा था।  वार्ड अध्यक्ष ने स्थानीय स्तर पर एक अलग स्थान पर महापौर द्वारा निर्धारित अस्पताल की आधारशिला भी रखी।

 ग्राम प्रधान द्वारा ग्राम सभा के निर्णय को अस्वीकार कर अपने वार्ड में अस्पताल की आधारशिला रखने के बाद, परबत में मोदी गाँव की नगरपालिका पर ताला लगा दिया गया।  सोमवार दोपहर 1 बजे।  बाजुंग में अस्पताल की आधारशिला रखने का कार्यक्रम ग्राम सभा के निर्णय के विरुद्ध था।  हालांकि, ग्राम प्रधान प्रेम प्रसाद पौडेल ने ग्राम परिषद के फैसले को उलट दिया और अपने वार्ड में आधारशिला रखी।

 प्रतिनिधि सभा के सदस्य पदम गिरि ने 10 बिस्तरों वाले अस्पताल की आधारशिला रखी।  जब पोडेल की टीम अस्पताल की आधारशिला रखने के लिए बजुंग पहुंची तो गाँव के नगर पालिका कार्यालय पर ताला लगा हुआ था।  कार्यक्रम में शामिल होने के लिए आर्थिक मामलों और योजना मंत्री किरण गुरुंग से भी अपेक्षा की गई थी।

 हालाँकि, वह गाँव नगरपालिका में तालाबंदी के बाद सड़क से लौट आयाए ।

 मोदी ग्राम सभा ने 10 जून, 2008 को स्थानीय स्तर के अस्पताल को तीसरे एजेंडे में रखा था।

 उस दिन की ग्राम सभा की बैठक “निर्णय सं।  उपर्युक्त पर चर्चा करते हुए, नेपाल सरकार की वर्तमान नीति के अनुसार, प्रत्येक स्थानीय स्तर पर 15-बेड का अस्पताल स्थापित किया गया है।  यह विधानसभा 6 डिमूवा बाजार स्थापित करने का निर्णय लेती है।

 उसी निर्णय के आधार पर, स्थानीय लोगों को भरोसा था कि सोमवार को दिमुवा में अस्पताल की आधारशिला रखी जाएगी।  हालाँकि, गाँव के अध्यक्ष ने 28 मार्च को कार्यकारी समिति की बैठक बुलाई और वार्ड नं।  5 अस्पतालों की आधारशिला रखने का निर्णय लिया गया।  ग्राम नगर पालिका अध्यक्ष प्रेम पौडेल उसी वार्ड के निवासी हैं।  कार्यकारिणी की बैठक में भाग लेने वाले एक वार्ड अध्यक्ष ने निर्णय पर हस्ताक्षर नहीं किया।

 ग्राम सभा के फैसले को पलटने और अस्पताल की आधारशिला रखने के बाद, मोदी गाँव नगरपालिका के कार्यालय को सोमवार को बंद कर दिया गया।  स्थानीय लोगों ने यह कहते हुए गांव को बंद कर दिया कि वे ग्राम परिषद के फैसले के खिलाफ गए थे और विरोध करने के लिए एक संघर्ष समिति बनाई।

 संघर्ष समिति के समन्वयक दीपक शर्मा लामिछाने के अनुसार, बुधवार को गांव की नगरपालिका की घेराबंदी करने का कार्यक्रम है।

 हालांकि, स्थानीय लोगों द्वारा सोमवार को लगाए गए लॉकडाउन को पुलिस ने मंगलवार को हटा दिया।  इस मुद्दे को समझने की कोशिश करते हुए, ग्राम प्रधान पौडेल ने जवाब दिया कि वह व्यस्त थे।  दलाईवा के लिए सड़क की सुविधा प्रदान करने, कई बस्तियों को समायोजित करने और सरकार की प्रक्रियाओं का पालन करने के लिए तत्कालीन ग्राम परिषद के फैसले के खिलाफ तिलहर और पतीचौर के निवासियों ने विरोध किया है।

 सरकारी नीति के अनुसार, अस्पताल सरकारी भूमि पर बनाया जाना चाहिए। दिमुवा में सरकारी भूमि भी आवश्यक है, लेकिन ग्राम प्रधान पौडेल ने निजी भूमि पर अस्पताल स्थापित करने का निर्णय लिया था।  बाजुंग में कोई सरकारी जमीन नहीं है, जहां सोमवार को अस्पताल का शिलान्यास किया गया था।  कुछ लोगों ने भूमि दान करने की भी घोषणा की है।

 After the village head laid the foundation stone of the hospital in his ward by rejecting the decision of the village council, the Modi village in Parbat was locked.  Monday at 1 p.m.  The program to lay the foundation stone of the hospital in Bajung was against the decision of the village council.  However, village head Prem Prasad Poudel reversed the decision of the village council and laid the foundation stone in his own ward.

 Member of the House of Representatives Padam Giri laid the foundation stone of the 10-bed hospital.  When Poudel's team reached Bajung to lay the foundation stone of the hospital, the village municipality office was locked.  Minister for Economic Affairs and Planning Kiran Gurung was also expected to attend the program.

 However, he is said to have returned from the road after the lockdown in the village municipality.

 

 The Modi village council had put the local level hospital in the third agenda on June 10, 2008.

 The village council meeting of that day passed “Decision no.  While discussing the above, in accordance with the current policy of the Government of Nepal, a 15-bed hospital has been set up at each local level.  This assembly decides to set up 6 Dimuwa Bazaar, ”it was decided.

 Based on the same decision, the locals were confident that the foundation stone of the hospital would be laid in Dimuwa on Monday.  However, the village chairman called a meeting of the executive committee on March 28 and the ward no.  It was decided to lay the foundation stone of 5 hospitals.  Village Municipality Chairman Prem Poudel is a resident of the same ward.  A ward chairman who participated in the executive meeting did not sign the decision.

 After reversing the decision of the village council and laying the foundation stone of the hospital, the office of Modi village municipality was locked on Monday.  The locals locked the village saying that they had gone against the decision of the village council and formed a struggle committee to protest.

 According to Deepak Sharma Lamichhane, coordinator of the struggle committee, there is a program to lay siege to the village municipality on Wednesday.

 However, the lockdown imposed by the locals on Monday was lifted by the police on Tuesday.  While trying to understand the issue, village head Poudel responded that he was busy.  Residents of Tilahar and Patichaur have protested against the decision of the then village council to provide road access to Dimuwa, to accommodate many settlements and to comply with the government's procedures.

 According to the government policy, the hospital should be built on government land. Dimuwa also has the necessary government land, but village chief Poudel had decided by the executive to set up the hospital on private land.  There is no government land in Bajung where the hospital was laid on Monday.  Some people have even announced to donate land.

 Apart from Modi, hospitals have been laid in Jaljala, Mahashila and Paiyun villages.
