 सत्तारूढ़ कम्युनिस्ट पार्टी ऑफ़ नेपाल (CPN) के कार्यकारी अध्यक्ष पुष्पा कमल दहल द्वारा पार्टी के निचले ईक्लों में राजनीतिक रिपोर्ट भेजने के बाद वरिष्ठ नेता माधव कुमार नेपाल असंतुष्ट हो गए हैं।  नेता नेपाल यह कहते हुए असंतुष्ट हो गए कि दहल की सलाह के बिना रिपोर्ट को निचले स्तर पर भेजने से पार्टी को विभाजित करने में मदद मिलेगी।

 उन्होंने कहा, "हमने चेयरमैन और प्रधानमंत्री केपी शर्मा ओली को एक पत्र दिया था जिसमें उन्हें एक पार्टी की बैठक बुलाने के लिए कहा गया था, लेकिन उन्होंने लिखित में जवाब दिया और आग लगा दी।"  सचिवालय में इस मामले को सुलझा लिया जाना चाहिए था, लेकिन उनके लिए अपनी रिपोर्ट निचले अंचलों में भेजना मुगल की सलाह के बिना उचित नहीं है।  यह पार्टी विभाजन के स्तर पर जाने की बात थी।  उसने नेपाल के एक नेता के हवाले से कहा, "यह कोई अच्छा काम नहीं करेगा।"  नेताओं के अनुसार, जो स्थायी समिति के सदस्य भी हैं, दहल के लिए अपनी रिपोर्ट को बिना परामर्श के निचले स्तर पर ले जाना एक कमजोरी है।  नेता ने कहा कि नेपाल दहल के कदम से असंतुष्ट था।

 नेपाल सहित पांच सचिवालय सदस्यों की ओर से बोलते हुए, कार्यकारी अध्यक्ष दहल ने 12 अक्टूबर को आयोजित सचिवालय की बैठक में 19 पन्नों की रिपोर्ट प्रस्तुत की थी।  उसके बाद, 19 नवंबर को आयोजित सचिवालय की एक बैठक में, ओली ने दहल की रिपोर्ट में लगाए गए आरोपों से इनकार किया और कहा कि इसे अस्वीकार कर दिया जाएगा।  उन्होंने यह भी कहा कि वह उसी बैठक में दहल की रिपोर्ट का जवाब देंगे।  सचिवालय की बैठक 29 अप्रैल को स्थगित कर दी गई थी जब ओली ने कहा कि उत्तर लिखने में समय लगेगा।  यह कहा गया है कि ओली अगली बैठक में एक उत्तर रिपोर्ट प्रस्तुत करेंगे।

 विवाद बढ़ने पर, दहल ने रविवार शाम को रिपोर्ट छापी और इसे राज्य और अन्य समितियों के सदस्यों को भेज दिया।  सूचना मिलते ही नेता नेपाल असंतुष्ट हो गए।  “पार्टी को विभाजन की दिशा में नहीं जाना चाहिए।  जिस तरह से दहल ने रिपोर्ट छापी और उसे निचले स्तर तक ले गए वह अच्छी बात नहीं है, पार्टी विभाजन के चरण तक नहीं पहुंची है।  सूत्र ने कहा, पार्टी नेपाल में एक विभाजन रेखा खींच सकती है।  नेपाल ने पहले ही इस मुद्दे पर दहल का ध्यान आकर्षित किया है।  सूत्रों के मुताबिक, दहल ने जवाब दिया कि वह नेपाल की आपत्ति के बाद स्थिति को सुधारने के लिए तैयार है
