सचिवालय बैठकमा सहमति नभए, यस्ता छन् दुवै पक्षका सम्भावित कदम !

 दोनों पक्ष सत्तारूढ़ कम्युनिस्ट पार्टी ऑफ नेपाल (CPN) के सचिवालय की बैठक के लिए अंतिम तैयारी कर रहे हैं।  अध्यक्ष केपी शर्मा ओली, जो प्रधान मंत्री भी हैं, और एक अन्य अध्यक्ष, पुष्पा कमल दहल प्रचंड, बैठक में खुद को पेश करने के मूड में हैं।

 ओली पर 12 अक्टूबर को चेयरमैन प्रचंड द्वारा पेश राजनीतिक प्रस्ताव में एक दर्जन से अधिक आरोप लगाए गए थे।  ओली पहले ही कह चुके हैं कि वह बैठक में दस्तावेजों के जरिए अपना बचाव करेंगे।

 मुख्य राजनीतिक सलाहकार बिष्णु रिमल, संसदीय दल के उप नेता सुभाष चंद्र नेमांग और उप-प्रधान मंत्री ईशोर पोखरेल सहित नेताओं को 40-पृष्ठ का दस्तावेज तैयार करने के लिए सौंपा गया था।  विश्वसनीय सूत्रों के अनुसार, ओली के प्रस्ताव ने भी प्रचंड की पृष्ठभूमि का हवाला दिया है क्योंकि वह शांति प्रक्रिया में शामिल नहीं हुए थे।

 शनिवार को सचिवालय की बैठक में ओली द्वारा प्रस्तुत दस्तावेजों और उनके द्वारा प्रस्तुत दस्तावेजों के साथ अन्य दस्तावेजों पर चर्चा होगी।  प्रचंड द्वारा ओली के खिलाफ लगाए गए एक दर्जन से अधिक आरोपों और ओली द्वारा प्रचंड को दिए गए जवाबों के बारे में चर्चा दिलचस्प होने की उम्मीद की जा सकती है।

 यह विवाद में एक नया मोड़ है

 ओली गुट ने इस बात पर आपत्ति जताई है कि सचिवालय की बैठक में प्रस्तुत किए गए पत्रों और दस्तावेजों को एक पुस्तिका बनाकर प्रचंड (नेपाल गुट) द्वारा एकतरफा ले लिया गया था। ओली गुट ने यह कहते हुए आपत्ति की है कि पार्टी के लोगो का दुरुपयोग किया गया है और पार्टी को विभाजित करने के लिए औपचारिक कदम उठाए गए हैं।

 सचिवालय के सदस्य ईशोर पोखरेल, जो उप प्रधान मंत्री भी हैं, ने टिप्पणी की है कि प्रचंड (नेपाल की तरफ से) के इस कदम से पार्टी के भीतर सहमति बनी है।

 लोकंतार से बात करते हुए, पोखरेल ने कहा कि इस तरह की गतिविधियाँ बहुत गलत और आपत्तिजनक हैं।  कोई फर्क नहीं पड़ता कि यह कहां से आता है, इसे तुरंत रोका जाना चाहिए।  इससे पार्टी के भीतर विवादों को सुलझाने के प्रयासों में बाधा उत्पन्न हुई है।

 हालांकि, ओली का प्रस्ताव भी सवाल में है।  ओली ने लोकान्तर को बताया, "आपका प्रस्ताव कोई राजनीतिक प्रस्ताव नहीं है। यह एक अभियोग है। इसे आगे बढ़ाते हुए, आपने औपचारिक रूप से पार्टी के विभाजन की घोषणा की है। विपक्ष आपके आरोपपत्र को अपने हाथ में लेकर घूम रहा है। उन्हें झटका लग सकता है। हमें झटका लग सकता है कि हमें सीपीएन  को कमजोर करने के लिए कुछ नहीं करना चाहिए।"

 ओली की संभावित चाल

 न केवल राजनीतिक मंडल बल्कि सीपीएन संवर्ग और आम जनता भी सचिवालय की बैठक को बड़े चाव से देखती रही है।  बैठक में सर्वसम्मति नहीं होने पर क्या होगा, यह सवाल अब एक आम सवाल है।

 ओली गुट ने चेतावनी दी है कि अगर बैठक बहुमत के आधार पर तय होती है, तो यह पार्टी विभाजन के लिए निर्णायक बिंदु होगा।  लेकिन अगर ओली किसी समझौते पर नहीं आते हैं, तो प्रचंड (नेपाल समूह) ने भी बहुमत के आधार पर ओली को आगे बढ़ाने का दृढ़ संकल्प दिखाया है।

 प्रवक्ता श्रेष्ठा का कहना है, "पार्टी को किसी भी परिस्थिति में विभाजित नहीं किया जाएगा। बैठक बिना निर्णय के नहीं होगी।" ! Both sides are making final preparations for the meeting of the Secretariat of the ruling Communist Party of Nepal (CPN).  Chairman KP Sharma Oli, who is also the Prime Minister, and another chairman, Pushpa Kamal Dahal Prachanda, appear to be in the mood to present at the meeting.

 Oli was accused of more than a dozen allegations in a political proposal submitted by Chairman Prachanda on October 12.  Oli has already stated that he will defend himself through documents at the meeting.

 Leaders including Chief Political Adviser Bishnu Rimal, Deputy Leader of the Parliamentary Party Subash Chandra Nemwang and Deputy Prime Minister Ishwor Pokharel were assigned to prepare the 40-page document.  According to reliable sources, Oli's proposal has also cited Prachanda's background since he did not join the peace process.

 The secretariat meeting on Saturday will discuss the documents and other documents submitted by Oli along with the documents submitted by him.  The discussion about the more than a dozen allegations made by Prachanda against Oli and the answers given by Oli to Prachanda can be expected to be interesting.

 This is a new twist in the controversy

 The Oli faction has objected that the letters and documents presented at the secretariat meeting were unilaterally taken down by Prachanda (Nepal faction by making a booklet).

 Secretariat member Ishwor Pokharel, who is also the Deputy Prime Minister, has remarked that such a move by Prachanda (Nepal's side) has hampered the consensus reached within the party .

 Talking to Lokantar, Pokharel said that such activities are very wrong and objectionable.  No matter where it comes from, it should be stopped immediately.  This has hampered efforts to resolve disputes within the party.

 However, Oli's proposal also calls into question.  "Your proposal is not a political proposal, it is an indictment. By putting it forward, you have formally announced the split of the party. The opposition is walking around with your chargesheet in their hands. They may be shocked that we should not do anything to weaken the CPN (Maoist)," Oli told Lokantar.

 Oli's possible move

 Not only the political circles but also the CPN (Maoist) cadres and the general public are watching tomorrow's secretariat meeting with great interest.  What will happen if there is no consensus in the meeting?

 The Oli faction has warned that if the meeting decides on the basis of majority, it will be the decisive point for party split.  But if Oli does not come to an agreement, Prachanda (Nepal group) has also shown determination to move forward by pushing Oli on the basis of majority.

 Spokesperson Shrestha says, "Party division is not possible under any circumstances. Meetings are not without decisions. If there is no consensus, the party will have to move forward with a majority according to the rules and regulations of the Communist Party."
