झन् संकटमा शाही: प्रधानमन्त्रीको निर्देशन मान्नु कि नेपाल पक्षसँगको सहमति लागू गर्नु?

कर्णाली के मुख्यमंत्री महेंद्र बहादुर शाही के खिलाफ अविश्वास प्रस्ताव की विफलता के बावजूद, राजनीतिक गतिरोध जारी रहने की संभावना है।

मुख्यमंत्री केपी माधव कुमार नेपाल के पार्टी सांसदों को प्रधान मंत्री केपी शर्मा ओली की पार्टी के सांसद यमलाल कंदेल द्वारा लाए गए अविश्वास प्रस्ताव को विफल करने के लिए नियुक्त करने के लिए सहमत हुए थे। हालाँकि, प्रधानमंत्री ओली ने उन्हें सलाह दिए बिना कोई निर्णय न लेने के निर्देश के बाद, मुख्यमंत्री इस दुविधा में हैं कि क्या रॉयल सेंटर के निर्देशों का पालन करें या नेपाल समूह के साथ समझौते को लागू करें।

9 सितंबर को, राज्य विधानसभा के 18 सदस्यों ने संसदीय दल में शाही के खिलाफ अविश्वास प्रस्ताव दायर किया था।

अगले दिन, वह नेपाल समूह के सांसदों के साथ एक समझौते पर पहुंचा। पुष्पा कमल दहल प्रचंड के करीबी मुख्यमंत्री शाही के खिलाफ अविश्वास प्रस्ताव दायर होने के बाद, नेपाल ने तुरंत कुछ नेताओं को काठमांडू से सुरखेत भेजा। वही नेता शाही से सहमत थे। कुर्रमराज शाही को एक सचेतक और तीन मंत्री बनाने पर सहमति हुई। इसी तरह, राजनीतिक नियुक्तियों पर एक समझौता हुआ।

उसी समझौते के अनुसार, मुख्यमंत्री शाही ने 15 सितंबर को कोरमराज शाही को कोड़े के रूप में नियुक्त किया। इससे पहले, उन्होंने मुख्य सचेतक गुलाबजंग शाह को हटा दिया था और सीता कुमारी नेपाली को नियुक्त किया था।

हालांकि, राष्ट्रपति ओली और पुष्पा कमल दहल प्रचंड ने सभी गतिविधियों को रोक दिया और सभी पक्षों से काठमांडू में विचार-विमर्श करने का आह्वान किया।

गुरुवार को काठमांडू पहुंची टीम ने शुक्रवार को खुमतलार में प्रचंड के आवास पर कार्यकारी अध्यक्ष प्रचंड और नेपाल के साथ एक समूह चर्चा की और शनिवार को प्रधानमंत्री ओली से बालुवाटार में मुलाकात की।

मुख्यमंत्री शाहिनीकत के करीबी नेता ने नेपालीकार से कहा, "अगर पार्टी केंद्र ने हस्तक्षेप नहीं किया होता और कर्णाली पार्टी के भीतर विवाद को हल करने के लिए काठमांडू बुलाया जाता, तो मुख्यमंत्री एक ही दिन में तीन मंत्री नियुक्त करने के लिए तैयार थे।"

नवनियुक्त संसदीय दल के सचेतक कुर्रमराज शाही ने कहा कि समझौते का पालन किया जाना चाहिए।

"हमने मुख्यमंत्री के खिलाफ अविश्वास प्रस्ताव को वापस ले लिया है," शाही ने नेपालर को बताया, "अब, केंद्र के हस्तक्षेप के बिना, हम राज्यों की सापेक्षता पर पहुंच गए समझौते को लागू करेंगे।"

उन्होंने कहा कि कार्यकारी अध्यक्ष प्रचंड और वरिष्ठ नेता नेपाल ने भी इस पर सहमति जताई थी।

उन्होंने कहा, "प्रचंड और नेपाल के साथी भी राज्य में हुए समझौते का समर्थन करते हैं। हम पार्टी केंद्र के फैसले का इंतजार कर रहे हैं," उन्होंने कहा।

उन्होंने कहा कि सात राज्यों में नेपाली पक्ष के प्रति 'सौतेला व्यवहार' से छुटकारा पाने के लिए प्रचंड गुट से हाथ मिलाना जरूरी था।

शाही ने कहा, '' हम सभी सात राज्यों में मधेशियों की तरह व्यवहार करते रहे हैं, माधव नेपाल के पक्ष में हैं। '' हमने कर्णाली राज्य से लोकतांत्रिक लोकतंत्र का भी अभ्यास किया है।

नेपाल के करीबी सांसद पद्मा खड़का ने भी कहा कि इस समझौते को लागू किया जाएगा।

दूसरी ओर, प्रधान मंत्री ओली के करीबी नेताओं का कहना है कि विवाद को पार्टी केंद्र के हस्तक्षेप के बाद सर्वसम्मति से हल किया जाएगा और उन्हें दो राष्ट्रपतियों के फैसले का इंतजार करने का निर्देश दिया जाएगा।

ओली के एक सांसद ने कहा, "कर्णाली विवाद अब केंद्र द्वारा सुलझा लिया जाएगा। राज्य इस मुद्दे को भी आम सहमति से हल करेंगे।"

मुख्यमंत्री शाही भी समझौते का पालन करने के मूड में हैं।

मुख्यमंत्री शाही के करीबी एक सांसद ने कहा, "समझौते के अनुसार कैबिनेट का पुनर्गठन किया गया है। कुछ राजनीतिक नियुक्तियां भी की गई हैं। हमें उन सभी का पालन करना होगा। हम अभी भी चर्चा में हैं।"

नेपाल के करीबी नेताओं ने कहा कि इस समझौते का पालन किया जाता है या नहीं, यह प्रचंड-नेपाल सहयोग को प्रभावित करेगा या नहीं।

Despite the failure of the no-confidence motion against Karnali Chief Minister Mahendra Bahadur Shahi, the political stalemate is likely to continue.

Chief Minister Shahi had agreed to appoint Madhav Kumar Nepal's lawmakers as ministers to thwart a no-confidence motion led by Prime Minister KP Sharma Oli's party MP Yamlal Kandel. However, after Prime Minister Oli instructed him not to take any decision without consulting himself, the Chief Minister is in a dilemma as to whether to follow the instructions of the Royal Center or implement the agreement with the Nepal Group.

Nepali lawmakers are demanding that the agreement be adhered to. If the agreement to make the leaders of the Nepal group ministers is to be followed, Chief Minister Shahi will have to remove the ministers of the Oli group. Therefore, Prime Minister Oli on Saturday warned Shahi not to take any decision without asking him.

On September 9, 18 members of the state assembly had filed a no-confidence motion against Shahi in the parliamentary party.

The next day, he reached an agreement with the Nepal Group MPs. After a no-confidence motion was filed against Chief Minister Shahi close to Pushpa Kamal Dahal Prachanda, Nepal immediately sent some leaders from Kathmandu to Surkhet. The same leaders had agreed with Shahi. It was agreed to make Kurmaraj Shahi a whip and three ministers. Similarly, an agreement was reached on political appointments.

As per the same agreement, Chief Minister Shahi appointed Kurmaraj Shahi as a whip on September 15. Earlier, he had removed Chief Whip Gulabjang Shah and appointed Sita Kumari Nepali.

However, Presidents Oli and Pushpa Kamal Dahal Prachanda stopped all activities and called on all parties to hold discussions in Kathmandu.

The team, which arrived in Kathmandu on Thursday, had a group discussion with Executive Chairman Prachanda and Nepal at Prachanda's residence in Khumaltar on Friday and met Prime Minister Oli at Baluwatar on Saturday.

"If the party center had not intervened and called Kathmandu to resolve the dispute within the Karnali party, the chief minister was ready to appoint three ministers on the same day," a leader close to Chief Minister Shahinikat told Nepalkhabar.

Newly-appointed parliamentary party whip Kurmaraj Shahi said the agreement should be followed.

"We have withdrawn from the no-confidence motion against the chief minister," Shahi told Nepalkhabar.

He said that Executive Chairman Prachanda and senior leader Nepal had also agreed to it.

"Prachanda and Nepal comrades also support the agreement we have reached in the state. We are waiting for the decision of the party center," he said.

He said that it was necessary to join hands with the Prachanda faction to get rid of the 'stepmotherly behavior' towards the Nepali side in the seven states.

"We have been treated like midwives in all the seven states on the basis that Madhav is on Nepal's side," Shahi added. "We have also practiced democratic democracy from Karnali state.

Padma Khadka, an MP close to Nepal, also said that the agreement would be implemented.

"Some of the agreements made by the chief minister with us in the presence of the central leaders will be implemented. The agreement is made according to the situation in the state.

Leaders close to Prime Minister Oli, on the other hand, say that the dispute will be resolved by consensus after the party center intervenes and directs them to wait for the decision of the two presidents.

"The Karnali dispute will now be settled by the center. The states will also resolve the issue by consensus," said an Oli MP.

Chief Minister Shahi is also in the mood to abide by the agreement.

"The cabinet has been reorganized as per the agreement. Some political appointments have also been raised. We have to abide by all of them. We are still in discussions," said an MP close to Chief Minister Shahi.

Leaders close to Nepal said that whether this agreement is adhered to or not will affect the Prachanda-Nepal cooperation.
